I need a custom WordPress code design that is contolled with a wordpress plugin. I have a PSD file of what it will look like. The plugin will allow to make changes using the WordPress admin Section (on my host), such as uploading new header image, background image, changing text colors, menu image slice, and adding second menu link addresses. The menu bar should be a one pixel wide slice that repeats. The menu names are text with rollover color change, populated from pages. There is a second menu below it that is all text links to external sites, that are added with the plugin. The main table is centered and expands to fill browser width with a 640px max, and scales down to fit with a 320px smallest limit. A centered background image fills any remainder browser width past 640px with optional repeat. Header is 640x320px. Login, and copyright at bottom.
